摘要
当前全国组织开展的自然资源统一确权登记试点工作已取得了阶段性成果,如何对自然资源调查确权工作中利用和形成的多源异构、多时相数据,按照几何三维、时空四维特征进行存储、管理、展示则成为迫切需要解决的重要问题。本文结合如东县自然资源调查试点工作,借鉴第三次全国国土调查数据建库与管理系统开发经验,从自然资源数据管理的实际需求与后期深化应用角度出发,探索了覆盖陆海空间、涵盖地上地下、过程动态的自然资源调查监测成果数据管理方法,设计了市县级三维自然资源时空数据库及其管理平台的数据模型、数据结构及数据组织方式,构建了自然资源管理信息系统,可为自然资源数据有效管理、分析与应用提供有益借鉴。
        The pilot work on the confirmation and registration of natural resources has gotten primary achievements nowadays. As the multi-sourced heterogeneous and multi-temporal geo-spatial data is accumulated,the advanced storage,management and display techniques is also in urgent need of the new geographic information system to meet the 3 D characteristics in geometric representation and 4 D characteristics in spatio-temporal representation. This paper was conducted with the pilot work of natural resources survey in Rudong. Although extensive data modeling and management system development experience had been accumulated during the 3 rd national land survey,the actual demand and later deepening application of natural resource data management should also be taken into consideration. The data management methods for natural resources survey and monito re desigued,which covered land-sea space,aboveground-underground space and dynamic geographic process. The natural resource management system was composed of a database and the corresponding database management platform. The cities and counties-level 3 D spatial-temporal database for natural resource management are constructed. To implement the management platform,the data model,data structure and data organization method were also designed. The results show that the natural resource management system constructed in this paper can provides meaningful reference for the effective management, analysis and application of natural resource data.
