我国科技创新券政策的实践与思考

摘要
科技创新券是政府支持科技型中小企业、创新创业团队购买各类科技创新服务的一种权益凭证,主要用于支持科技型中小企业或创新创业团队向科技服务机构购买科技资源和科技创新服务。近年来,我国各地方陆续出台实施了科技创新券政策,以进一步促进科技资源开放共享,推进大众创业万众创新。该文介绍了中国各地实施科技创新券政策的组织管理模式、典型特征和实施成效,分析了科技创新券实施过程中存在的不足,从而切实有效地帮助科技创新券政策在全国范围内推广实施。
Science and technology innovation voucher is a kind of the right and interest certificate for the government to support small and medium-sized enterprises and innovation and entrepreneurship teams to purchase various kinds of science and technology innovation services. In recent years, various organizations in China have introduced and implemented the policy of such voucher in order to further promote the opening and sharing of science and technology resources and push forward the mass entrepreneurship and innovation. This paper introduces the organization and management mode, typical characteristics and implementation results of implementing the policy of such vouchers in various parts of China, and analyses the shortcomings in the implementation process of such vouchers so as to effectively help the policy to be popularized and implemented nationwide.
