轻轨的可持续发展——轻轨之势

摘要
从当前城市轨道交通建设的困境和问题着手,提出轻轨可持续发展的思路:一是从政策层面界定清楚轻轨的概念;二是需要统筹好与城市规划、交通规划、土地开发、交通枢纽、市政设施等规划,并做好建设时序规划;三是应因地制宜,选择最合适的系统制式;四是提出轻轨建设应根据城市和项目特点,选择合适的投融资模式,降低工程造价,提高运营效率。最后提出以十九大报告"交通强国"战略为指引,推动轻轨建设的健康发展。
The paper presents the predicament of current urban rail construction, and brings the concept of sustainable development in light rail transit(LRT) development. First, to achieve sustainable development of LRT, the concept of LRT should be defined from the policy level. Secondly, careful and overall planning is required for light rail development,which takes into account the planning of urban, traffic and transportation hubs as well as municipal facilities development.Besides, the construction timing should also be considered. Thirdly, the best available system mode should be chosen according to local conditions, the appropriate investment and financing modes should be used to reduce the cost and improve operational efficiency. Finally, the goal of sustainable development is specified in line with the national strategy"building China's strength in transportation" proposed in the report of the Nineteenth National Congress of the Communist Party of China.
