基于“多规合一”的建设项目使用林地审核审批探讨

摘要
为适应国际旅游岛和自由贸易区(港)的建设,海南省率先实行了"多规合一",实现了优化空间布局、有效配置土地资源、提高政府空间管控水平和治理能力。但随着经济的快速发展,建设项目对林地的需求逐年增加,必须规范建设项目使用林地审核和审批,严格保护和合理利用林地,实现林业的可持续发展。该文针对海南省实行"多规合一"后建设项目使用林地审核审批实际工作存在的具体问题进行探讨分析,并提出相关建议。
In order to adapt to the construction of International Tourism Island and Free Trade Area(port)Hainan provincefirstly carriedout the "Multi plan integration ",which realized the optimization of spatial layout,the effective allocation of land resources,and the improvement of spatial control level and governance ability. However,with the rapid development of economy,the constraction projects is increasing the need for forest land year by year. It is necessary to regulate the forest land-use verification and approval land for construction projects, strictly protect and rationally utilize forest land,and realize the sustainable development of forestry. This paper discusses and analyzes the practical problems of the examination and approval of forest land for the construction projects in our province after the implementation of"Multi plan integration",and puts forward some relevant suggestions.
