摘要

通过分析现阶段对应急通信的要求,着重探讨了移动运营商在基础通信网、应急通信装备等方面的应急通信保障能力建设,从体系发展角度提出了自己的一些见解,力争推动应急通信取得新的成绩,满足抗灾减灾和通信信息需求。
        This article analyzed the requirements for emergency communication in the stage, focused on the mobile operators in the basic communication network, emergency communication equipment and other aspects of the emergency communication guarantee ability construction, some of their own views put forward from system development point of view, to promote the new achievements of emergency communication, and met the information demand of disaster mitigation and communication.
