2016年8月1~2日,受中亚低压涡持续影响,新疆阜康市白杨河流域发生了一次强降雨过程,并引发特大洪水。洪水冲毁了白杨河水文站测流设施,导致测站未能实测到该场洪水。沿河多处土台地受洪水冲击消失,多处河道冲出新的河槽,河道中大石密布,部分地形地貌发生了改变,白杨河水库淤积严重。据现场调查访问,2016年"8.2"洪水是自1918年以来发生的最大洪水,分析了这次洪水的成因及其对阜康抽水蓄能电站下库的影响,并推算了洪峰流量。
        From 1 to 2 of August, 2016, due to sustained effects of central Asia low pressure vortex, Baiyang River basin at Fukang City of Xinjiang saw a heavy rainfall process which led to extraordinary flood. The flow monitoringfacilities of Baiyang River hydrological station were destroyed, so this flood fails to be measured. Many terracesalong the river disappeared and several new river channels appear due to flood scouring. The river course is denselycovered by boulders. Some of the topography changed. Baiyanghe Reservoir was seriously silted up. According tothe site investigation, this flood is the largest one since 1918. The authors analyzed the formation causes of this flood and its impact on the Fukang pumped storage power station, and calculated the peak flow.
