区域智慧专业化发展水平评价

摘要
本文通过界定区域智慧专业化产业的特征,以31个省份的权威统计面板数据为基础,从4个维度15个指标出发,运用改进的信息熵权TOPSIS法,构建了区域智慧专业化评价指标体系与区域智慧专业化评价模型。结果表明,东中西部区域智慧专业化水平表现出明显的地区差异,东部省份区域智慧专业化水平都较高,广东省的智慧专业化水平最高,西部省份区域智慧专业化水平都较弱,且智慧专业化发展水平高的区域与发展水平一般的区域存在较大的极化现象。以智慧专业化理论为基础,基于区域智慧专业化发展水平评价和智慧专业化指数得分,对比国外智慧专业化的发展现状及特征,结合国内创新驱动发展战略,进一步深化区域智慧专业化的研究内容。
        By defining the characteristics of regional smart specialization,this paper constructs the evaluation index system and evaluation model of regional intelligence specialization in China through the improved information entropy weight TOPSIS method based on the authoritative statistical panel data in 31 provinces from 4 dimensions and 15 indicators. The results show that there are obvious regional difference regarding the level of smart specialization in the eastern,central and western regions of China with higher levels in the eastern provinces,the highest level in Guangdong Province and the lower level in the western provinces specialization. Meanwhile,there are greater polarization phenomena between high-level smart specialization regions and low-level smart specialization regions. Based on the theory of smart specialization,the evaluation of China's regional smart professional development level and the score of smart professional index,the present study will provide theoretical basis and practical reference for China's development of regional innovation-driven"upgraded version"strategy by comparing the development status and characteristics of foreign smart specialization,combining with domestic innovation-driven development strategy,and further deepening the research content of regional smart specialization.
