中部老工业城市承接产业转移环境能源效应研究

摘要
以两个时段上中部老工业城市的面板数据为样本,运用面板数据回归模型估计方法,对中部老工业城市承接国际产业转移和国内产业转移产生的环境和能源效应进行评估。研究发现:(1)承接国际产业转移对老工业城市环境产生了正面效应,减小了老工业城市单位GDP的污染排放强度。(2)承接国内区际产业转移对老工业城市工业废水、工业二氧化硫排放产生了正面效应,减小了老工业城市单位GDP的工业废水、工业二氧化硫等环境污染排放强度,而对老工业城市工业烟(粉)尘的排放缺乏显著影响。(3)中部老工业城市"倒U型"能源库兹涅茨曲线在能源消费总量和人均能源消费量两个层面上存在。(4)承接国际产业转移对老工业城市能源消费总量、人均能源消费量起到显著的负向影响,对老工业城市单位产出的能源消耗量缺乏显著影响。(5)承接国内产业转移对老工业城市能源消费总量、人均能源消费量、单位产出的能源消耗量均起到显著的负向影响。最后,简要解释了研究的相关政策含义。
This paper used the panel data of old industrial cities in central China at two periods as samples,and used panel data regression model to evaluate the environmental and energy effects of the international industrial transfer and the domestic industrial transfer in the old industrial cities in central China. The results showed that:(1)Undertaking international industrial transfer had a positive effect on the environment of the old industrial city, which reduced the pollution emission intensity of per unit GDP in the old industrial city.(2)Undertaking domestic interregional industrial transfer produced positive effect on industrial waste water emission and industrial so2 emissions of the old industrial city, and reduced the industrial waste water, and industrial so2 pollution emissions intensity of per unit GDP in the old industrial cities, but had no obvious effect on the industrial smoke dust(powder) emissions of the old industrial cities.(3)The "inverted U" energy kuznets curve of old industrial cities in central China existed on two levels: energy consumption and per capita energy consumption.(4)Undertaking international industrial transfer had significant negative impact on the total energy consumption and per capita energy consumption of the old industrial cities, but lacking obvious effect on the unit output energy consumption of the old industrial cities.(5)Undertaking domestic industrial transfer produced negative effects on all the total urban energy consumption, per capita energy consumption, and unit output energy consumption of the old industrial cities. Finally, the policy implications of the study were briefly explained.
