国家安全与反恐情报危机决策机制构建研究

摘要
[目的/意义]目前,非传统国家安全——经济安全、文化安全、信息安全和恐怖主义等变得日益突出。特别是其中的恐怖主义危机,严重威胁了人类和平与发展,也严重威胁到了我国国家安全。为消除恐怖活动对国家安全的威胁,维护国家安全稳定,并为反恐工作提供情报指导,有必要对反恐情报危机决策机制进行重点研究。[方法/过程]通过对国家安全与反恐情报危机决策机制的机理、分析模式、分析方法、方案备选、监督、评价机制进行构建,科学的研究出一整套关于"国家安全与反恐情报危机决策机制构建研究"的理论与方法。[结果/结论]国家安全与反恐情报危机决策机制构建能够丰富情报学的整体理论体系,加强情报学的学科建设,有利于提高反恐情报危机管理及危机决策质量,增强创新性的对策。反恐情报危机决策机制在国家安全保障体系中占有不可替代的重要位置,并且处于反恐情报危机管理的核心地位。
[Purpose/Significance]At present,non-traditional national security,economic security,cultural security,information security and terrorism,becomes increasingly prominent. And the terrorist crisis especially has seriously threatened the peace and development of mankind,which of course includes China's national security. In order to eliminate the threats to national security,maintain national security and stability,and provide intelligence guidance for anti-terrorism work,it is necessary to focus on the decision-making mechanism of anti-terrorism intelligence crisis.[Method/Process]Through analyzing the mechanism,analysis mode,analysis method,scheme selection,supervision and evaluation mechanism of national security and anti-terrorism information crisis decision-making mechanism,a full set of theory and method concerning scientific research on national security and anti-terrorism information crisis decision-making mechanism construction is proposed.[Result/Conclusion]The construction of decision-making mechanism of national security and anti-terrorism intelligence crises can enrich the overall theoretical system of information science and strengthen the discipline construction of information science,which is conducive to improving the quality of crisis intelligence management and crisis decision-making and enhancing innovative measures. The decision-making mechanism of the anti-terrorism information crisis plays an irreplaceable role in the national security system and is at the core of the anti-terrorism intelligence crisis management.

The decision-making mechanism of the anti-terrorism information crisis plays an irreplaceable role in the national security system and is at the core of the anti-terrorism intelligence crisis management.
