我国养老服务体系建设的进展、问题与对策

摘要
党的十九大报告提出,要"积极应对人口老龄化,构建养老、孝老、敬老政策体系和社会环境,推进医养结合,加快老龄事业和产业发展"。围绕贯彻落实十九大精神,本文在分析我国人口快速老龄化迫切要求加快完善养老服务体系的背景下,着重指出我国养老服务体系存在的主要问题,提出完善我国养老服务体系的对策建议,包括构建"政府主导、多元参与、兜底线、保基本、多层次、专业化"的养老服务体系,明确政府在养老服务体系中的职责定位,形成多元化、多层次、专业化的养老服务供给局面,加强农村养老服务体系建设,推进医养资源与机制的整合等。
The 19 th National Congress report of the Party proposes "to respond proactively to population aging,adopt policies and foster a social environment in which senior citizens are cared for,treated with filial piety,and respected,provide integrated elderly care and medical services,and accelerate the development of old-age programs and industries."Focusing on the implementation of the 19 th congress spirit,this paper analyzes the background of urgent request by rapid population aging in China for accelerating efforts to improve elderly service system,emphasizes the major problems in our elderly care service system,proposes the countermeasures to improve the system such as the construction of a "government leading,pluralistic participating,bottom line hold,basics guaranteed,multi-tiered,and specialized"elderly care service system,the clarification of government responsibilities in the elderly care service system,the formation of a diversified,multi-tiered and specialized supply situation of elderly care service,the reinforcement of system building of rural elderly care service system,the promotion of the resource and mechanism integration of elderly care and medical services..
