基于德尔菲法构建野战医疗所(队)人员防卫能力的评估指标体系

摘要
目的应用德尔菲法构建野战医疗所(队)人员防卫能力评估指标体系。方法综合文献综述、头脑风暴法,专家讨论拟定评价指标体系初稿,在德尔菲专家咨询中对专家积极系数、权威系数和协调系数进行评价,并采用乘积法确定评价体系中各指标的权重。结果有院校、科研、部队的20名军事、卫勤、部队(医院)专家参加了2轮德尔菲咨询,问卷回收率均为100%,权威系数为0.78;建立了由战术指挥能力、自我防护能力、战斗准备能力和防卫作战能力组成的共4个一级指标、19个二级指标和46个三级指标构成的评估指标体系;一、二、三级指标的权重评分和重要程度评分的协调系数均在0.5上下波动,分别为0.424、0.508、0.710,0.476、0.512、0.688(P<0.05);各指标权重评分和重要程度评分的变异系数取值范围为0.045~0.239(CV<0.25)。结论建立的评估指标体系专家积极程度、权威程度和协调程度高;该指标体系构建符合野战医疗所(队)人员防卫能力要求。
Objective To establish an evaluation index system for the personnel defense capability of field medical institute(team)by Delphi method.Methods Comprehensive literature review,brainstorming method,expert discussion were used to study out the first draft of the evaluation index system.In Delphy's expert consultation,the positive,authority and coordination indexes of the experts were evaluated,and the weight of each index in the evaluation system was determined by product method.Results Twenty military,medical service and military(hospital)experts from institutions,research institutes and military units participated in the two-round Delphi consultation.The questionnaire recovery rate was100% and the authoritative index was 0.78.An evaluation index system consisting of 4 first-level indicators,included tactical command capability,self-protection capability,combat readiness capability,defensive operational capability,and 19 second-level indicators and 46 third-level indicators were established.The weight scores and the coordination indexes of importance of first-,second-and third-level indicators were fluctuated around 0.5,which were 0.424,0.508,0.710 and0.476,0.512,0.688,respectively(P<0.05).The variation indexes of weight and importance scores ranged from0.045-0.239(CV<0.25).Conclusion The established evaluation index system has highly initiative,authority and coordination.The index system is in line with the requirements of the personnel defense ability of field medical institute(Team).
