中国大数据交易发展的问题及对策研究

摘要
当前中国大数据交易发展已初显成效。作为一种新兴的产业业态,中国大数据交易在起步发展阶段面临着几大问题,即大数据产权界定不清晰;大数据交易规则和标准缺乏;数据质量评价与估值定价有待完善;大数据需求不明确,抑制大数据产业发展;大数据交易组织机构定位不清;大数据安全保护隐患重重;大数据专业人才缺乏。直面上述7大问题,我们必须在明晰产权,加快制定数据安全及隐私保护的相关法律法规;加快推进政府数据资源开放共享步伐;加快推进大数据标准化;加快制定大数据交易法律标准建设,完善市场交易机制;加快建立政府层面的大数据交易监管职能部门;加快培育大数据交易与交换专业人才;加强对大数据交易领域重点问题的研究等7大方面采取切实对策措施,才能深耕大数据交易,加快推进大数据交易健康有序发展,助力"数字中国"建设加速前行。
At present,the development of big data transactions in China has begun to show results. As a newindustry modality, there are several major problems in the initial stage of development in China, that is, thedefinition of big data property rights is not clear;the rules and standards for big data transactions are lacking;dataquality evaluation and valuation pricing need to be improved;the demand for big data is not clear,which inhibitsthe development of big data industry;the position of big data transaction organization is unclear;the big datasecurity has many hidden dangers and the big data professionals are lacking. Facing the above seven problems,wemust take practical measures in seven aspects including clarifying the property rights and speeding up the formulationof data security and privacy protection laws and regulations;accelerating the pace of opening and sharing governmentdata resources;accelerating the standardization of big data;speeding up the development of legal standards for bigdata transactions to improving the market transaction mechanism;accelerating the establishment of government-levelregulatory departments for big data transactions; accelerating the cultivation of professionals for the big datatransactions and exchanges and strengthening research on key issues of big data transactions field,which will bebenefit to the further development of big data transactions,and accelerate the healthy and orderly development of bigdata transactions,then contribute to accelerating the construction of "Digital China".
