摘要
在全面分析雨水集蓄利用农业补充灌溉工程系统构成、作用与基本特征的基础上,全方位进行了风险要素识别、风险源辨析,确定了农业补充灌溉工程风险种类及其导致风险发生的主要原因和形成过程;构建了多层次雨水集蓄利用农业补充灌溉工程风险评价指标体系和风险综合评价模型,提出了综合风险等级评定标准;以典型工程为例,计算了工程实施过程的风险度,对有效实施雨水集蓄利用农业补充灌溉工程过程风险管控,提高灌溉保证率,支撑雨养农业可持续发展具有重要实践意义和指导作用。
Based on a comprehensive analysis of components, function and basic characteristics of Rainwater Harvesting System for supplementary farmland irrigation use, the risk types and its main causes as well as formation process are determined through all-round risk factors identification and risk source discrimination. The index system and integrated model of the multi-level risk assessment from the above-mentioned projects will be established by using analytic hierarchy process(AHP), and comprehensive risk assessment criteria has been put forward. It has played an important role in effectively implement risk management of Rainwater Harvesting Projects, improved irrigation reliability and supported rainfed agricultural sustainable development through computing all-round risks in a typical rainwater harvesting project.
