兼顾“刚性管控”与“弹性引导”的村庄整治策略探索——以恩施市五峰山片区村庄整治规划为例

摘要
村庄整治是实施乡村振兴战略的基本任务。本文基于湖北省恩施市五峰山片区村庄整治实践案例,针对民宅建设无序、生态环境破坏、产业类型单一、公共设施缺乏等现状问题,对应乡村振兴的目标,从生态优化、产业转型、生活提质、文化兴盛、治理增效等路径入手探讨"管控"与"引导"的刚柔兼顾问题。村庄整治不光要通过基于法理依据的刚性管控策略来落实人居环境建设和生态环境保护的基本要求,也应基于乡村社会的"人—人关系""人—地关系""人—房关系"和"人—产关系"的历史与现实复杂性,以及人文生态与自然生态独特的在地情景模式,通过以人为本的弹性引导策略来回应村民生活和生产的发展诉求,培养村庄自我造血能力、促进乡村文化风貌传承发展、引导村庄实现可持续发展。
Village renovation is the basic task of implementing the rural revitalization strategy.Based on the case of village renovation of Wufengshan area in Enshi,the research discusses the problems of disorder of residential building,destruction of ecological environment,singleness of industrial type and lack of public facilities Corresponding to the goal of rural revitalization,the research explores the strategy of combining"control"and"guidance"in consideration of both rigidity and flexibility through the path of ecological optimization industrial transformation,life quality improvement,cultural prosperity,governance and efficiency enhancement Village renovation should not only fulfill the basic requirements of human settlement construction and ecologica environment protection through rigid control strategies based on legal principles,but also should be based on the historical and realistic complexity of"human-human relationship""human-land relationship""human-housing relationship"and"human-industry relationship"in rural society,as well as the unique scene model of human ecology and natural ecology.Village renovation should respond to villagers'demands for life and production development demands through the people-oriented flexible guidance strategy to cultivate the village's self-hematopoietic capacity promote the inheritance and development of rural culture and guide the village to achieve sustainable development.
