摘要
通过深入分析水利发展规划后评价相关要求和特征,从规划系统的合理性、协调性、预期效益、实施条件、编制条件以及规划方案的角度建立了后评价指标体系;然后对各指标权重和隶属度利用专家评定法确定,基于模糊数学法建立了评判模型,并利用模型对辽宁省水利发展规划进行了科学、客观的后评价。结果显示:该区域水利发展规划总体处于较好水平,研究成果可为辽宁省水利发展与相关制度的建立提供一定决策依据。
Through in-depth analysis of relevant requirements and characteristics of post-evaluation for water conservancy development planning,a post-evaluation index system was established from the perspective of rationality,coordination,expected benefits,implementation conditions, compilation conditions and planning scheme of the planning system,and then the weights and membership degree of each index were determined with expert evaluation method,an evaluation model was set up with the fuzzy mathematics method,and this model was used to make a scientific and objective post-evaluation for Liaoning Provincial water resources development planning. The results show that the water resources development planning of this region is generally at a good level,and the research results can provide some decision-making basis for the establishment of water resources development and related systems in Liaoning Province.
