西藏康马县数字公共文化服务平台构建研究

摘要
"互联网+公共文化服务"作为一种新的服务方式正处于不断探索阶段。近年来康马县在基础设施建设、文化活动开展、艺术创作、文化遗产保护、文物保护等方面取得显著成效,但也存在公共文化服务资源利用不足、公共文化服务民众需求反馈率较低、公共文化服务活动宣传力度不高等问题。构建一个包涵数字公共文化服务平台管理中心、数字公共文化服务平台数据库、数字公共文化服务模块和"大数据""云计算"等技术设备支持的公共文化服务平台,可以盘活公共文化服务资源,促进公共文化服务质量的提升,提高民众的参与度,有助于更好地保护和发掘民族传统文化,为西藏公共文化服务效能的提升提供借鉴。
"Internet + public cultural service" as a new service mode is in the exploration stage. Kangma County has made great achievements in its infrastructure construction, the development of the cultural activities, artistic creation, cultural heritage protection, the preservation of cultural relics, etc., but there are also some problems in its public cultural service, such as under-utilization of public cultural service resources, the low feedback ration of public demand for cultural service, the insufficient advertising of public cultural service, etc. Therefore, it is essential to provide technical support for the public cultural service platform by constructing a management center, a database, service modules, "Big Data", "Cloud Computing" and so on for the digital public cultural service platform, which can invigorate the resources of public cultural service, improve the quality of services, and promote the participation of people. It is helpful to the better protection and exploration of the national traditional culture and to provide reference for the improvement of the efficiency of the public cultural service in Tibet.
