农户灌溉水费支付意愿及影响因素研究——基于绵阳市207户农户的调查

摘要
【目的】研究不同地理区位和地形地貌对农户灌溉用水行为的影响,为提高农业灌溉用水利用效率和合理制定农业水价提供对策建议。【方法】基于绵阳市207户农户的实地调研,对丘陵和平原地区农户对灌溉水费的支付意愿、承受能力及决策的主要影响因素进行分析;【结果】家庭经济收入、户主年龄、文化程度、现行水价差异等因素影响了农户的水价心理承受能力。水价的上涨会降低农户种植积极性,甚至导致农田撂荒,且丘陵区农户对水价变动的敏感程度较平原区更高,当水价涨至1 500元/hm2以上时,丘陵区农户中有48.72%选择撂荒,43.59%将减少种植规模,仅12.82%不会改变原有种植规模;而平原区2.33%的农户选择撂荒,5.43%减少种植规模。【结论】推广农业合作组织、宣传节水精神、实行差异化水价政策和完善供水设施是提高农业灌溉用水利用效率的有效途径。
        【Objective】To study the influence of different geographical locations and landforms on farmers′ irrigation water behavior,and to offer countermeasures for improve the efficiency of agricultural irrigation water use and rationally formulate agricultural water prices.【Method】Based on the on-thespot investigation of 207 households in Mianyang city,analyzed the main influencing factors of farmers′willingness to pay,ability to bear and decision on irrigation water fee in hilly and plain areas.【Result】Factors such as household income,household head age,education level and current water price difference had effects on the psychological bearing capacity of farmers. The increase of water price would reduce the enthusiasm of farmers for planting,and even led to the abandonment of farmland. Besides,the farmers in the hilly area were more sensitive to the change of water price than those in the plain area. When the water price rose above 1 500 yuan/hm2,48.72% of farmers in the hilly area chose to abandon the land and 43.59% would choose to reduce planting scale,while 12.82% of them wouldn't change the original planting scale. However,2.33% of the farmers in the plains choose to abandon the land and 5.43% would reduce the planting scale.【Conclusion】Promoting agricultural cooperative organizations,promoting water-saving spirit,implementing differentiated water price policies and improving water supply facilities are effective ways to improve the use efficiency of agricultural irrigation water.
