我国第三批自贸区运行一周年主要成效比较研究

摘要
我国第三批7个自贸区的总面积基本相同,但是内部片区面积差异较大,各个自贸片区的功能定位凸显了产业优势和区位优势。从2017年4月1日至2018年3月31日,我国第三批自贸区已经运行了一周年,不同程度地促进了所在省份的进出口总额增长,但是各片区增速差异非常大。各自贸片区在复制和推广第一、二批自贸区经验方面大部分已完成,在"放管服"改革和"贸易自由化、投资便利化"等方面的制度或案例创新,大大地简化了办事程序,提高了办事效率。
The total area of the third batch of 7 free trade zones in China is basically the same,but the area of their internal sub-zones are quite different. The functional positioning of each free trade sub-zones highlights the advantages of industry and location. From April 1,2017 to March 31,2018,the third batch of free trade zones in China has been running for one year,which has promoted the growth of the total import and export volume of the provinces in different degrees,but their growth rates are different. Most of the respective trade zones have completed the experience of copying and promoting the first and second batches of free trade zones,the system or case innovations in the aspects of "distribution management"reform and "trade liberalization and investment facilitation"have been greatly simplified. The procedures have been improved,and the efficiency of work has been improved.
