网格化管理与基层自治组织的脱嵌与衔接——基于武汉市六个社区的调查

摘要
社区治理的质量与水平,对于国家治理能力与治理体系的现代化而言,是至关重要的。当前,网格化管理与基层自治组织作为社区治理的两个重要组成部分,其作用与功能是巨大的。文章研究发现:在网格化管理与基层自治组织互动融合发展中,还存在着职责划分不够清晰、资源整合效率不高、相关保障欠妥等问题,需要各方力量在工作运行、环境保障、机制建设上戮力而为,在促进网格化管理与基层自治组织均衡发展的同时,提升社区治理水平。
The quality and level of community governance is crucial to the modernization of national governance capabilities and governance systems. At present, grid management and grassroots autonomous organizations are two important components of community governance, and their functions and functions are enormous. The research finds that in the interactive development of grid management and grassroots autonomous organizations, there are still problems such as insufficient clear division of duties, inefficient resource integration, and inadequate related guarantees. It is necessary to work in the operation, environmental protection and mechanism construction,working hard to promote the level of community governance while promoting the balanced development of grid management and grassroots autonomous organizations.
