地方高水平大学建设策略分析——以湖南“985”高校为例

摘要
地方高水平大学建设是以缩小与参照对象或标准的差距为直接目标的一种创新发展过程。这个过程也是一个充满博弈的过程,其间机遇与挑战并存。以湖南省"985"高校为例,通过排名、办学经费、师资队伍、科技成果产出等方面的比较,分析其相关差距,从而提出地方高水平大学建设重点在于与所在区域构建良好的互动关系,这涉及到"地方"与区域所在的高水平大学之间的互促互动。应注意的策略有:加大地方政府对地方高水平大学的经费投入并多渠道积极筹措办学经费;优化地方制度环境,把对拔尖人才特别是对年轻拔尖人才的培养、引进与稳定作为地方高水平大学建设与发展的一项战略性决策;对接地方产业集群需要,优化资源配置,加强国家重点学科、特色学科建设,形成优势特色学科群;加强国际合作的程度与质量,把科研水平的提升作为地方高水平大学建设的核心推力;加大高素质创新人才培养,提高人才培养的社会匹配度。地方高水平大学的发展最终取决于高水平大学自身的努力。
The construction of a local high-level university is an innovative development process with the immediate goals of narrowing the gap with the reference object or standard. This process is also a game playing process in which opportunities and challenges coexist. Take "Project 985" universities in Hunan Province as an example, the gaps in rankings, school funding, teaching staff, and scientific and technological achievements are compared to analyze the relevant gaps, and it is proposed that the key to local high-level university construction lies in building a good interaction with the region where it is located. This involves mutual interaction between the "local" and the region in which the high-level university is located. Strategies that should be include: increasing local government funding for local high-level universities and actively mobilizing funds for running schools through multiple channels; optimizing the local institutional environment, and make the cultivation, introduction and stabilization of top-notch talents, especially young talent as a strategic decision of the construction and development of the local high-level university; In order to meet the needs of local industrial clusters, optimizing the allocation of resources, strengthening the construction of national key disciplines and characteristic disciplines, and forming a dominant discipline group. strengthen the degree and quality of international cooperation, and take the improvement of scientific research level as the core thrust of the construction of local high-level universities;increasing the training of high-quality innovative talents and improving the social matching of talent cultivation.The development of local high-level universities ultimately depends on the efforts of the university itself.
