产业平台与土地收储:青州市农村土地流转的基本经验

摘要
依托良好的花卉产业平台,山东省青州市通过政府部门强大的组织、沟通、协调能力,大规模"收储"农村土地,然后平价出租出去,因地制宜地以"土地收储"方式开展农村土地流转。青州市的经验表明,土地流转虽然面临"产权困境",但通过良好的产业基础、政府的高效作为以及合理的市场化运作,农村土地同样可以在"经营权"的范畴内高效流转。这对我国广大农村地区推动土地流转有一定借鉴意义。
Relying on its flower industrial platform,Qingzhou,a city of Shandong province,launches a largescale "purchasing and storage" policy to rural land, and then rents it in a low price due to its government's organization,communication and coordination. Qingzhou has carried out the rural land circulation in the way of "land purchasing and storage". The experience of Qingzhou shows that though land circulation is in the dilemma of "property rights", rural land can also be circulated within the context of "management rights" through a firm industrial foundation,efficient government and reasonable market operation. The experience of Qingzhoucould act as a reference to the promotion of land circulation in rural China.
