摘要
流域生态补偿作为生态补偿政策实施的主要领域,是保护流域生态资源、改善区域经济发展质量的重要举措。本文从演化博弈基本分析出发,建立引入"奖励-惩罚"机制的演化博弈模型,对流域生态补偿上下游各利益主体之间的利益相关决策行为进行剖析,使用湘江流域的水质数据,通过建立参数回归数学模型和利用局部线性回归方法,获得在不同区间内的奖励和惩罚经济成本,结果显示:水质下降时,应惩罚92.55万元,水质上升时应奖励122.728万元,水质明显恶化时,应严惩508.76万元。
