“一带一路”视野下中国企业参与哈萨克斯坦交通基础设施投资分析

摘要
作为"一带一路"基础设施建设关键国家之一的哈萨克斯坦,其交通基础设施的发展程度关乎"一带一路"的互联互通。因此,中国企业参与哈国交通基础设施建设不仅有利于推动其交通基础设施的发展,也有利于"一带一路"建设的推进。通过对哈国交通基础设施投资环境的分析,利用层次分析法测算出影响哈国交通基础设施投资最关键的两个因素,即该国的政治制度的稳定性与货币稳定性。因此,中国企业在参与哈萨克斯坦交通基础设施建设投资时,需要及时关注这两个首要问题,并进行调查分析,规避投资风险,以利于在"走出去"的过程中行稳致远。
Through the analysis of the hard and soft environments in Kazakhstan infrastructure investment, this paper, using four major indexes including the infrastructure level, political and economic system factors, and its currency stability, evaluates the investment environment of Kazakhstan's infrastructure. It also calculates the weight of these four indexes with AHP: 0.07, 0.47,0 19 and 0. 26. In terms of the investment environment appraisal, two most crucial factors are pointed out: the political system and monetary stability. It goes further to explain that the two factors are also what the foreign investors are most concerned with. On Chinese enterprises' part, they need to investigate, analyze and pay attention to the two problems before investing in Kazakhstan infrastructure. On the one hand, they should try to evade the risks of investment failure. On the other, they should also take an active part in promoting the interconnection and intercommunication with Kazakhstan.
