黄河经济带建设:意义、可行性及路径选择

摘要
加快黄河经济带建设,既有助于对接"一带一路",实现东、中、西部和南北区域经济和社会的协调发展,也有助于生态优先、绿色发展理念和陆海统筹战略的贯彻落实。该区域丰富的能源和矿产资源、转型发展、城市群建设和密集的交通网络建设,为该经济带建设并上升为国家战略铺平了道路。因此建议:成立黄河经济带管委会,统筹区域人口、资源环境和经济社会发展战略;以资源环境承载力测算为切入点,制定经济、社会、资源环境中长期规划;以绿色发展为顶层设计,绿色产业为核心,建设绿色经济带;以都市圈建设为支点,城市群建设为主体形态,走新型城镇化道路,实现乡村振兴;设立黄河经济带发展基金,促进经济和社会实现高质量发展;以交通基础设施建设为抓手,加快该区域经济发展;构建对外开放新格局。
Speeding up the construction of Yellow River Economic Belt,which will help to connect the "one belt and one road",and will also achieve coordinated development of regional economy and society in the east,central,West and North-South regions. It will also contribute to the implementation of ecological priority,green development concept and coordinated land and marine. The region's abundant energy and mineral resources,the acceleration of the pace of transformation and development,the rise of urban agglomerations,and the construction of transportation infrastructure,which will pave the way for the construction of the economic belt,and upgrading the belt to the national strategy. Therefore,we must establish Yellow River Economic Belt Management Committee to coordinate regional population,resources,environment and economic and social development strategy; taking the calculation of carrying capacity of resources and environment as an entry point,to formulate the long-term planning of economy,society and resources and environment; building a green economic belt with green development as the top-level design and green industry as the core; taking the construction of metropolitan area as the fulcrum,and the construction of urban agglomeration as the main form,we should take the road of New-type Urbanization,and realize the rural revitalization; establishing the development fund of Yellow River Economic Belt to promote economic and social development with high quality; with the construction of transport infrastructure as the starting point,to promote the development of the region; constructing a new pattern of opening-up.
Speeding up the construction of Yellow River Economic Belt,which will help to connect the "one belt and one road",and will also achieve coordinated development of regional economy and society in the east,central,West and North-South regions. (4)长江经济带包括:上海、江苏、浙江、安徽、江西、湖南、湖北、四川、重庆、云南和贵州。
(5)其中:河南为15家、山东为14家、山西为13家、陕西为9家。
(6)如废旧电视、电脑、手机、钢材等,尤其是报废汽车,应遵循循环经济利用的原则,进行报废利用。对此,笔者建议相关部门出台专门的《废旧物资回收利用法》,促使厂家再回收利用。
(7)如中心城区现代服务业如何布局、周边城镇承接哪些产业、产业园区在空间上如何布局、新城又将怎样布局;特色小镇、传统小镇、特色乡村物质文化和非物质文化如何保护和开发;面对人口老龄化问题,怎样在都市圈范围内发展健康产业、养老和家政等服务业,满足人民群众对美好生活的追求;怎样将地方品质——如采摘农业、体验农业、休闲农业、乡村文化创意产业、生态农业、具有地理标识的农产品等转化为朝阳产业,促进乡村振兴。
(8)就公路建设而言,应加快都市圈高速公路、国省干线、县乡公路规划,切实改变“断头路”和“瓶颈路”制约人流、物流和社会交往的现状;就铁路建设而言,应加快干线铁路、城际铁路、市域(郊)铁路、城市轨道交通“四网融合”,形成轨道上的都市圈。
