浅析GB/T28863-2012开展质量监督应注意的问题

摘要
国家标准GB/T28863-2012《商品质量监督抽样检验程序具有先验质量信息的情形》,既可监督产品质量水平,又可监督企业管理能力,同时抽查的样品又最少,具有很好的使用前景。但是,该标准在实际应用中存在许多问题,有标准自身的问题,也有人们对标准理解没有准确把握的问题。GB/T28863-2012与其他国家监督抽样标准最大的区别是引进了标准差σ概念,扩大了监督的领域与方法,但对应用者提出了更高的要求,也影响到该标准普及和推广。在缺少抽查控制理论的指导情况下,如果不加强学习,准确地把握该标准的精髓,在实际应用上往往会产生错误的结果,而且还是难以被发现。
GB/T28863-2012, Sampling inspection procedures for commodity applying to the case with prior information of quality, can supervise the quality level of products and enterprise management ability. Meanwhile it requires the least spot check samples and has a bright use prospect. However, there exist many problems during the practical application of this standard. This is due to the standard itself as well as people's inaccurate understanding. The biggest difference between GB/T28863-2012 and the sampling inspection standards in other countries is introducing the standard deviation σ concept, expanding the field and method of supervision, and putting forward higher request for users which will affect the popularization and promotion of standards. Under the circumstance of lacking the guidance of sampling control theory, wrong results will be difficult to find in actual application if one doesn't grasp the essence of the standard.
