乙醇汽油推广政策分析及炼厂应对建议

摘要
为充分发挥生物燃料乙醇产业对优化能源结构、改善生态环境、促进农业发展的重要作用,2017年9月,国家十五部委联合下发《关于扩大生物燃料乙醇生产和推广使用车用乙醇汽油的实施方案》。文章介绍了车用乙醇汽油推广政策的制定背景和国内外乙醇汽油应用情况,综合分析了该政策对中国炼油行业汽油市场、汽油质量升级、现有装置产能利用、炼厂全流程加工等方面的重大影响。结合国内宏观经济发展新常态以及我国炼油行业面临的诸多挑战,为统筹炼油行业提质增效升级和转型发展,实现乙醇汽油推广的预期目标,提出了炼厂在产品结构优化调整、适度投入兼顾乙醇汽油和国Ⅵ油品升级、存量资产最大化利用的应对措施和相关行业建议。
To make full use of biofuel ethanol to optimize energy structure, improve ecological environment and promote agricultural development, in September 2017 the Implementation Plan for Expanding Production of Biofuel Ethanol and Promoting the Use of Ethanol Gasoline for Vehicles was launched by 15 governmental departments of China. In this paper, the background and the current situation of ethanol gasoline policy and use both at home and abroad are overviewed. And the paper comprehensively introduces the significant influences of the ethanol gasoline policy on domestic refining industry in gasoline market competition, gasoline quality upgrading, existing capacity utilization, and refinery process configuration. Taking into consideration of the new normal of macro-economy, the severe challenges facing refining industry and the expected goal of this policy, several measures and suggestions are put forward. In order to seize the opportunity and meet the challenges, the refineries should plan as a whole to boost quality, efficiency, upgrading and transition, improve product structure along with optimal-input in ethanol gasoline promotion and national-6 gasoline upgrading, and make good use of existing assets, in a bid to continually enhance competitiveness.
