新时代深化农村改革的目标取向与路径选择

摘要
伴随着乡村振兴战略的深入实施,当前农村改革也步入攻坚期和深水区,需要在全面审视改革中面临一系列突出难题的基础上,综合考量深化农村改革的多维目标,妥善处理好顶层设计与实践探索、改革压力与改革动力、综合统筹与分类突破、依法改革与创新突破等若干关系,强化顶层设计系统化、城乡发展一体化、制度安排法制化、探索创新宽容化,以担当的勇气、实践的智慧、创新的宽容,推动农村改革向纵深推进,实现重点突破和整体提升。
The reform and opening up based on rural reform has ushered in 40 th anniversary this year.The rural reform is also stepping into the hard and deep water areas with the in-depth implementation of the strategy of rural revitalization.On the basis of a series of outstanding problems in the comprehensive review of the reform, the multi dimension of rural reform should be taken into consideration to deepen the multi-dimensional reform of rural areas.The goal is to properly handle the relationship between top level design and practice exploration, reform pressure and reform motive, comprehensive co-ordination and classification breakthrough, law reform and innovation breakthrough, etc., and strengthen the systematization of top-level design, integration of urban and rural development, legal system arrangement, exploration of innovation and tolerance. The wisdom of courage and practice, and the tolerance of innovation will push forward the rural reform in depth and achieve key breakthroughs and overall improvement.
