摘要
基层人民银行纪检监察部门在双重领导管理体制下,"两个责任"界限模糊,纪检监察部门开展同级监督乏力,工作思路存在错位,县级支行纪委(纪检组)监督力量薄弱。应从机构设置、职责定位、履职方式等层面对基层人民银行纪检监察体制进行改革,在基层人民银行全面实行派驻制,进一步完善监察制度,强化监督执纪问责,推动全面从严治党责任的进一步落实。
Under the dual leadership and management, the discipline inspection and supervision department of the basic People's Bank of China can not make clear the boundary between the "two responsibilities" and can not carry out effective supervision of counterparts. There are some deficiencies in the working process and the commission for discipline inspection of county-level branch implements weak supervision. The paper proposes that the reform of the discipline inspection and supervision system of the basic People's Banks of China should be carried out from the perspectives of institutional setup, responsibility orientation and performance of duties; the accredited regulation system should be fully implemented; the supervision system should be further improved and the accountability mechanism of supervision and discipline execution should be enhanced so as to promote the responsibility assignment of the strict management of the party.

(1)监督执纪“四种形态”,即经常开展批评和自我批评、约谈函询,让“红红脸、出出汗”成为常态;党纪轻处分、组织调整成为违纪处理的大多数;党纪重处分、重大职务调整的成为少数;严重违纪涉嫌违法立案审查的成为极少数。
(2)三定,主要指定部门职责、定内设机构、定人员编制。
