中国高等农业院校科研绩效评价研究——基于正态云模型的实证

摘要
科学、合理的农业院校科研绩效评价有利于提升高校科技创新能力,推动现代农业科技创新,实现农业现代化和乡村振兴。为弥补传统评价方法无法兼顾评价指标和评价结果存在的模糊性和不确定性的缺陷,将人工智能的正态云模型引入高校科研绩效评价中。基于Matlab7.1软件平台,以国内23家高等农业院校为例,运用正态云模型进行科研绩效综合评价和分项评价。研究结果表明:科研投入和科研产出仍然是当前农业院校科研绩效的主要因素,而社会影响的绩效提升潜力有待挖掘。计算结果客观、真实反映高等农业院校科研绩效水平及制约因素,所构建的评价指标体系和正态云评价模型具有一定的实用性、可行性。正态云模型对高校科研绩效评价具有较强的适用性,为高校科研绩效管理提供一定的借鉴和参考。
        The scientific and reasonable evaluation of scientific research performance in agricultural colleges and universities is conducive to upgrading university science and technology innovation capabilities, promoting modern agricultural science and technology innovation, and realizing agricultural modernization and rural rejuvenation. In order to make up for the traditional evaluation methods can not take into account the vagueness and uncertainty of evaluation indicators and evaluation results, the normal cloud model of artificial intelligence was introduced into the evaluation of scientific research performance in universities. Based on the Matlab7.1 software platform and taking 23 domestic agricultural colleges and universities as examples, this paper uses the normal cloud model to evaluate the performance of the research and the sub-item evaluation. The results show that scientific research input and scientific research output are still the main factors in the current research performance of agricultural colleges, and the potential for social impact performance improvement remains to be tapped. The results of the calculations objectively and truly reflect the level of scientific research performance and constraints of higher agricultural colleges. The evaluation index system and the normal cloud evaluation model constructed have certain practicality and feasibility. The normal cloud model has strong applicability to the evaluation of scientific research performance in colleges and universities, and provides reference and reference for the scientific research performance management in colleges and universities.
