摘要
浙江省作为造纸大省,造纸废水排放量也位居全国前列。针对新的排污许可证有关要求,探索引入造纸工业MRV机制,围绕监测、报告、核查三个核心环节,笔者开展浙江省排污许可与监管机制策略研究。同时,以浙江某造纸企业为例,采用MRV机制对其排污许可执行情况进行分析,并形成核查报告,为企业自证守法和环保部门监管提供有效依据。
        As a major papermaking province, Zhejiang Province also ranks among the top in the nation in the discharge of papermaking wastewater. In response to the requirements of the new pollutant discharge permit, we explored the introduction of the MRV mechanism in the paper industry and focused on the three core links of monitoring, reporting and verification. The author conducted a strategy study on the permit and supervision mechanism of Zhejiang's emissions. At the same time, taking a papermaking enterprise in Zhejiang as an example, the MRV mechanism was used to analyze the implementation of its emission permits, and a verification report was formed to provide an effective basis for enterprises to self-certify and observe the law and the supervision of environmental protection agencies.
