试论开发区规划环评实施成效——以江苏省太湖流域某开发区为例

摘要
开发区是国家或地方政府为促进区域经济迅速发展而设置的专门机构,是区域经济发展支柱区,同时也是资源能源高消耗区、环境污染集中区和环境风险突出区。规划环评以环境质量改善为核心,以源头管控环境污染、优化空间布局、调整产业结构和控制发展规模为手段,参与开发区发展综合决策。文中选取江苏省太湖流域某开发区,总结规划环评实施情况以及在推动开发区高质量、绿色发展发挥的作用,为下一步提高规划环评的有效性提供借鉴。
Development Zone is a special institution set up by the government to promote the rapid development of regional economy. It is a high consumption area of resources and energy, a concentration area of environmental pollution, a prominent area of environmental risk. Planning EIA takes the source control of environmental pollution, the optimization of spatial layout, the adjustment of industrial structure and the control of development scale as the means, and takes the improvement of environmental quality as the core to participate in the comprehensive decision-making of development zones. This paper chooses a development zone in Taihu River Basin of Jiangsu Province to summarize the implementation of planning EIA and its role in promoting high-quality and green development of the development zone, so as to provide a reference for improving the effectiveness of planning EIA in the next step.
