摘要
建立科学公正的收益分配机制,对垃圾处理PPP项目的成功实施意义重大。在传统Shapley值法的基础上,结合垃圾处理PPP项目的特点,引入资源投入水平、风险承担水平和合作贡献水平3个重要因素,建立基于修正的Shapley值法的收益分配模型。最后,以W县循环经济产业园建设项目为例,验证了模型的适用性与可行性。结果表明:修正的收益分配方案不影响垃圾处理PPP项目总收益,只影响合作各方分配比例。较传统Shapley值法,社会资本方的利益分配系数增幅较大,而政府方及特许经营公司的利益分配系数均有不同程度的降低。修正的收益分配方案体现了PPP项目收益与投入、风险和付出水平相挂钩的原则,有利于提高合作的稳定性和成功率。
Establishing a scientific and fair income distribution mechanism is of great significance for the successful implementation of garbage disposal PPP project. On the basis of traditional Shapley value method and characteristics of garbage disposal PPP project,the income distribution model was constructed based on modified Shapley value method,introducing three important factors of resource input level,risk taking level and cooperative contribution level. Taking the circular economy industrial park construction project in W County as an example,the applicability and feasibility of this model were verified. The results showed that the modified income distribution plan did not influence the total benefit of garbage disposal PPP project,while it influenced the distribution ratio of partners. Compared with traditional Shapley value method,the income distribution coefficient of social capital increased considerably,while that of the government and the franchise company reduced in varying degrees. The modified income distribution plan demonstrates the principle that PPP project income is linked to levels of input,risk and contribution,which is beneficial for improving stability and success rate of cooperation.
