林下经济发展政府行动与天保区农户响应

摘要
政府在引导农民发展林下经济方面起着举足轻重的作用,但发展与否的关键还在于农户自身对发展产业的态度,这就要求政府行动考虑农户利益。文章回顾2010年来政府在引导农户发展林下经济方面采取的一系列行动,说明林下经济发展具有良好的政策机遇;以云南省玉龙县、贵州省修文县、四川省会理县、陕西省靖边县、甘肃省庆城县和内蒙古乌拉特前旗为例,通过农户问卷调查法,取得578份有效样本,运用二元Logistic回归方法分析天保区农户林下经济发展意愿的影响因素,从一个侧面探究天保区农户对政府引导发展林下经济行动的响应。针对政府和农户层面在发展林下经济过程中存在的问题,综合提出促进天保区林下经济发展的对策建议。
The government plays an important role in guiding farmers to develop the under-forest economy, but the key to the development or not is the farmers' own attitude towards the industry, which requires the govern?ment to consider the farmers' benefits. This paper reviewed a series of actions taken by the government in guiding development of the under-forest economy since 2010, which indicated that the development had good policy op?portunities. Taking Yulong County of Yunnan Province, Xiuwen County of Guizhou Province, Huili County of Sichuan Province, Jingbian County of Shanxi Province, Qingcheng County of Gansu Province and Wulate County of Inner Mongolia as examples, through the questionnaire survey of households, with 578 effective samples, this pa?per conducted the binary logistic regression to analyze the willingness and influencing factors of farmers to develop?ing the under-forest economy. It explored farmer's response to the government's efforts to guide the development of the under-forest economy from one side. In response to the problems existing in development of the under-for?est economy at the government and farmers' levels, it proposed some measures and suggestions to promote develop?ment of the under-forest economy.
