基于因子分析的卫生监督执法履职影响因素探讨

摘要
目的揭示影响卫生监督执法履职的影响因素,为促进卫生监督部门严格、规范、公正、文明执法及保障和监督行政机关有效履行职责提供有益的借鉴。方法采用文献法、专家咨询法编制调查问卷,通过现场访谈法、问卷调查法进行调查,采用因子分析法提炼影响因素。结果通过因子分析筛选出6个公因子,影响卫生监督执法履职的因素包括培训因素、外界环境因素、制度因素、人员特质因素、设备因素以及相对人因素。结论在适应法治建设的背景下,卫生监督机构应该从培训角度、外界环境角度、人员特质角度、相对人角度、设备角度、制度角度完善卫生法律法规及工作程序,加大政府支持力度,明确机构定位及工作范畴,创新监管方式和管理机制,培养监督人员"工匠精神",全方位提升卫生监督执法履职。
Objective To reveal the influencing factors affecting the duty performance of health supervision and law enforcement,and provide useful reference for promoting the strict,standardized,fair and civilized law enforcement of the health supervision department,ensuring and supervising the effective implementation of the duties of the administrative agencies.Methods Using the literature method and expert consultation method to prepare the questionnaire,the data was collected through on-site interviews and questionnaires.Factor analysis was used for data processing to refine the factors.Results According to the factor analysis,6 common factors were selected to reveal the factors affecting the duty performance of health supervision law enforcement.They were training factors,external environmental factors,institutional factors,personnel traits,equipment factors,and relative human factors.Conclusion Under the background of adapting to the construction of the a law-based government,health supervision agencies should improve health laws and regulations and working procedures,increase government support,clarify institutions from the perspectives of training,external environment,personnel traits,relative personnel,equipment,and systems.Positioning and work areas,innovative supervision methods and management mechanisms,and training of supervisors,"artisan spirit" and other aspects should be enhanced to improve health supervision and enforcement duties.
