摘要
以土地生态补偿与经济发展相关性分析为基础,研究提出与经济发展相协调、可操作性较强的土地生态补偿标准评估方法。利用集对分析、参与式评估方法,探讨了这一评估方法的集对分析基本原理、方法步骤,并进行实例检验。综合研究认为:在土地生态补偿标准评估中采取集对分析方法有现实意义。应用目前的成本法、意愿调查等评估方法测算的最低补偿标准,用预期收益损失法、收益意愿评估等最高补偿标准是相对客观确定的,但最高、最低标准的差异大,具体的补偿标准究竟是何值则又是不确定的。根据已有评估成果,应用集对分析方法可进一步分析相关不确定性因素,得到依据更充分的土地生态补偿评估结果,为土地生态补偿双方谈判提供相关信息。
        The purpose of this study is to present an evaluation method for a land eco-compensation standard that is coordinated with economic development and has high operability based on the correlation analysis of land eco-compensation and economic development. The research methods are set pair analysis(SPA) and participatory assessment. This study discusses the basic principle of SPA and the steps in using this method. The conclusion is that it is important to adopt SPA in the evaluation of land eco-compensation standards. The minimum compensation standard is calculated by using the current cost method, willingness survey, and other evaluation methods. The maximum compensation standard derived from the expected return loss method and the willingness assessment is relatively objective, but the difference between the highest and the lowest standard is large and the specific compensation standard is uncertain. Based on the existing assessment results, the application of SPA can, by further analysis of the relevant uncertainty factors, provide relevant information based on the land eco-compensation assessment results for the land eco-compensation negotiations.
