自动驾驶汽车发展及监管分析

摘要
自动驾驶汽车已进入了大规模研发测试阶段,自动驾驶汽车将改变人们的出行结构和方式.而今上路进行测试的无人驾驶汽车对于现行的法规提出了新的挑战,主要是上路的授权与发生交通事故的法律责任的界定等方面.本文概括了自动驾驶车辆的发展阶段与发展必然性以及国内外制定的相关法律政策,探究自动驾驶汽车的立法与监管方面所面临的挑战.
Self-driving cars have entered a large scale R&D test phase. Self-driving cars will change the way people travel and how they travel. The self-driving cars that have been tested on the road now pose new challenges to the current regulations,mainly the authorization of the road and the definition of the legal liability for traffic crashes. This paper summarizes the development of self-driving technologies and d related laws and policies formulated in both China and other nations,and explores the challenges faced in the legislation and supervision of self-driving cars.
