摘要

在当代,智能治理方兴未艾。对于智能治理将如何从总体上影响人类社会之问题,存在着"乐观主义"与"悲观主义"两种极端而相反的看法。前者认为最终会出现一个"AI理想国",后者则认为最终出现的肯定是一个"AI机器国"。但是,智能治理的未来之路,必然是介于二者之间,两种极端状况都不大可能出现。智能治理的社会风险,在本质上是政治、制度和实践问题,而不是纯粹的科学技术本身的问题。
        In the contemporary era,intelligent governance is in the ascendant. There are two extreme and opposite views on how intelligent governance will affect human society as a whole,one is optimism and the other pessimism. The former believes that an "AI utopia"will eventually emerge,while the latter believes that an "AI machinery country"will definitely emerge. However,the future of intelligent governance is bound to be somewhere in between,and neither of the two extremes is likely to occur. The social risk of intelligent governance is essentially a political,institutional and practical issue,rather than a purely scientific and technological one.
