我国海洋空间规划“多规合一”问题及对策研究

摘要
海洋空间规划"多规合一"是基于海洋空间规划现状的协调,是合理配置海洋空间资源、促进海洋国土资源集约利用以及提高政府行政效率的手段。本文通过分析国内外海洋空间规划发展现状,结合目前我国国土空间规划"多规合一"试点经验,提出了我国海洋空间规划"多规合一"可能存在的问题,并针对这些问题提出了对策措施,以期能为我国海洋空间规划的进一步发展提供借鉴。
Multiple Spatial Planning's Integration on Marine Spatial Planning is based on the coordination of the status quo of Marine Spatial Planning, and it is a reasonable allocation of marine space resources, promoting the intensive use of marine land resources and improving the efficiency of government administrative means. Based on the analysis of the development status of Marine Spatial Planning in China and abroad, this paper puts forward the possible problems of Multiple Spatial Planning's Integration in Chinese Marine Spatial Planning and countermeasures for these problems. This paper is to explore the Multiple Spatial Planning's Integration on the basis of Marine Spatial Planning, so as to provide reference for Multiple Spatial Planning's Integration on Marine Spatial Planning in China and provide help for the further development of Chinese Marine Spatial Planning.
