2020年后中国的减贫战略思路与政策转型

摘要
脱贫攻坚正引领贫困地区发生历史性转变,到2020年中国将实现现行扶贫标准下建档立卡贫困人口全面脱贫,反贫困取得历史性胜利。但由于贫困是一个客观现象,不仅相对贫困问题没有解决,绝对贫困问题也将长期存在。巩固脱贫攻坚成果,有效防止返贫,需要及早谋划脱贫攻坚目标任务2020年完成后的战略思路,立足当前、着眼长远,调整优化现有的产业扶贫、易地扶贫搬迁、教育扶贫、健康扶贫、住房保障扶贫、兜底保障扶贫等相关扶贫政策,推动政策、责任、帮扶、监管统筹接续,夯实防止返贫的基础,构建长效脱贫机制。
Poverty alleviation program is leading the historic transformation of poverty-stricken areas. By 2020, China will realize a comprehensive alleviation of registered poverty under the current poverty alleviation standards and the anti-poverty work will achieve a historic success. However, poverty is an objective phenomenon that not only has the relative poverty problem not solved, but also the absolute poverty problem will exist for a long time. To consolidate the achievements of poverty alleviation and effectively prevent poverty from returning, it is necessary to plan strategy after the completion of 2020 poverty alleviation program as soon as possible. Based on the current status and long-term perspective, we should adjust and optimize the existing policy system for poverty alleviation from the aspect of industrialization, education, health, housing security and bottom protection, promote coordination continuity of policies, responsibilities, assistance and supervision, consolidate the foundation for preventing poverty-returning, and build a long-term mechanism for poverty alleviation.
