摘要

"镇改市"是新型城镇化建设推动的创新模式,是一种行政区划革新模式,也是尝试厘清各级政府支出责任的一种探索。本文结合温州市龙港镇"镇改市"的实践,梳理"镇改市"进程中所及政府支出责任的分担实际,力图勾画出在"镇改市"进程中各级政府支出责任及其分担机制的联动发展图,并对龙港镇的改革实践提出相关建议。
        Town upgraded to city is an innovative mode of both new urbanization and administration division,which is also an attempt to clarify the expenditure responsibility of governments at all levels. Based on the practice of Longgang town,Wenzhou city, this paper sorts out the actual government expenditure responsibility at all levels as well as the sharing mechanism in the process of town to city, and puts forward some relevant suggestions for the reform practice.
