摘要
专用设备是我国第一代具有自主知识产权的设备,专用设备研制项目是中核集团龙腾项目的重要组成部分之一。如何构建专用设备研制项目的知识产权高地,特别是该项目的专利体系,提高基础型、原创型、高价值的核心专利数量,是专利管理者必须解决的难题。本文在系统分析俄罗斯、欧洲和我国在专用设备研制领域专利现状的基础上,提出了专利全寿命期管理理念与方法。该管理方法由专利创造管理、专利申请管理、专利维护管理、专利运用管理和专利放弃管理五个环节构成。这五个环节贯穿了专利权从无到有、从产生到消亡的始终。文中详细分析探讨了在专用设备研制项目中如何应用与实施该管理理念与方法,指出了各环节的管理重点和应对策略,重点强化专利创造、申请和运用三个关键环节的管控。专利全寿命期管理方法在专用设备研制项目中已经应用与实施了4年多的时间,实践证明:该方法极大地提高了专用设备研制项目的专利管理水平,圆满实现了"数量布局、质量取胜"的项目专利管理目标。
This paper comparative analysed the current situation of the patent of the special equipment in Russia,Europe and China.And this paper presents the idea of all-life management of patent which includes the management of patent production,application,protection,operation and renunciation.How to use the all-life management of patent in the development project of the special equipment has been analysed and discussed in detail.And the management emphasis and coping strategy have been point out.
