摘要
人类对地球化石燃料的过度开发利用,导致温室气体的大量排放,严重威胁全球的气候与生态。面对未来可能会出现的全球陆地资源枯竭的威胁,人类逐渐把目光投向拥有巨大的尚未开发的能源潜力的海洋。世界各国普遍认为海洋可再生能源的开发会对国家的经济、社会和战略产生极其重要的影响。海洋可再生能源装置的配置应遵循生态对海洋环境的恢复以及对海洋生态系统的协调。海洋可再生能源的开发与管理应现代化的框架,充分考虑对生物多样性的保护,采取海洋空间规划管理框架体系,并在此基础上遵守国际法的相关规定,构建国际化的合作开发机制,共同开发、利用与保护海洋能源。
