摘要
安全文化特别是核安全文化是一个核电厂营运单位保持安全运行的重要基础。美国核安全监管机构和核电厂营运单位在多年前就探讨建立核安全文化的基本原则与特征,美国核管会(NRC)与美国核动力运行研究所(INPO)分别发布了各自的核安全文化基本原则与特征的指导文件。近年来,NRC与包括INPO在内的核行业监管机构和组织就核安全文化的共同定义与特征进行了反复探讨与研究,最终形成了核安全文化"共识"。本文重点分析了美国核安全文化"共识"、NRC核安全文化政策声明及INPO健康的核安全文化原则之间的共同点和差异,以期为我国制定核安全文化相关的政策与指导文件提供参考。
Nuclear safety is the core competence and the responsibility of the nuclear industry.US Regulatory Body and Industry tried to establish nuclear safety culture principles and characteristics several years ago respectively.Recently,NRC and industry including INPO got an agreement on nuclear safety culture common language according to the results from several seminars and workshops.In this article,the differences among US nuclear safety culture common language,NRC nuclear safety culture policy statement and INPO healthy safety culture are analysed in order to provide some reference for nuclear safety policy and guidance development.
