摘要
为实现维护海洋权益,建设海洋强国这一战略目标,中国应积极分析当前海洋安全发展的现状,制定海洋安全的应对策略刻不容缓。海维护国家海洋作为国家海洋发展战略的重要组成部分,其制定和实施要符合国家海洋发展战略的准则和目标。中国要正当处理引发海洋安全的海洋问题,针对我国海洋安全发展面对的困境与现状,进一步明确和完善我国的海洋政策及其法律制度,加快海洋执法队伍的整合划一,解决我国海洋安全面临的重大问题,以保障我国由区域性海洋大国向世界性海洋大国的转型,维护国家的核心利益。
In order to achieve the goal of maintaining marine rights and interests and building a maritime power, China should actively analyze the present situation of marine safety development and formulate countermeasures for marine safety. The maintenance of the national seas as an important component of the national marine development strategy is formulated and implemented in accordance with the guidelines and objectives of the national marine development strategy. China should correctly handle the marine problems that lead to marine safety, and further clarify and perfect China's marine policies and legal systems, speed up the integration of marine law enforcement teams, and solve the problems faced by China's maritime safety. In order to protect China's transition from a regional marine power to a world-wide oceanic country and safeguard the country's core interests.
