摘要
2002年3月,美国戴维斯贝斯核电厂发现其反应堆压力容器顶盖由于硼酸腐蚀而导致严重降级,该事件后通过分析表明,也对风险指引型技术在核电安全管理中的应用,应充分重视认知不确定性相关的技术问题,并通过敏感性分析、不确定性分析对该不确定性进行详细的分析,当不确定性较大且事件后果可能会非常严重时,应在综合决策中采取更保守的策略。
Probabilistic Safety Analysis has been widely and deeply used in nuclear industry,USNRC had established a Risk-Informed Regulation framework based both on the deterministic and probabilistic safety technique.The Davis-Besse Nuclear Power Plant Reactor Pressure Vessel Head Degradation event,happened in 2002,is considered as a significant event which may cause severe consequences.Lessons learned from this event shows that,uncertainty of the assumptions-which are the input to PSA may mislead people by giving the wrong risk results,this should be considered carefully when incorporating PSA into issues about nuclear safety.
