包头智能交通建设的实践与思考

摘要
智能交通系统是缓解城市交通拥堵、提高交通出行效率的重要手段。本文结合实际工作经验,针对中小城市现阶段交通的现实状况,提出构建高效的智能化交通管理系统须具备七个基础条件,即科学精细的交通管理措施、卓越的复合型领军人、技术精湛的合作伙伴、贴近实战的交通指挥系统、稳定专业的运维团队、准确完备的交通管理日志系统以及精通业务的基层路面管理队伍。最后,重点介绍了包头目前正在着手建设的"中小城市道路动、静态交通实时诱导控制系统",通过整合实时的道路资源、交通需求以及科学合理分配时空资源来实现"旅行不停车到达目的地"。
The Intelligent Transportation System is an important means to relieve urban traffic congestion and improve the traffic efficiency.Based on the current situation of the traffic in small and medium-sized city,this paper,combined with practical work experience,proposed seven basic factors necessary for the construction of efficient intelligentized traffic management system.That is,scientific and elaborate traffic management measures,remarkable inter-disciplinary leaders,masterful cooperative partners,traffic command system linked with practice,reliable professional team in charge of operations,precise and complete traffic management journal system and professionally proficient pavement management team.Finally,the paper mainly introduced ‘The Road Induced Dynamic and Static Traffic Real-time Control System of the Small and Medium-sized City',which is being under construction in Baotou and aiming to achieve the goal"reach the destination without stopping while traveling' by integrating the real-time road resources as well as traffic demand and distributing the space-time resources scientifically.
