俄罗斯油气工业现状及中俄油气合作前景展望

俄罗斯是油气出口大国,中国是世界油气消费大国,两国又互为最大邻国,随着中俄政治互信程度的不断提高,两国在油气领域的合作将日益加深。通过对俄罗斯油气储量分布、潜力分析、生产现状、管理体制与政策及中俄油气合作现状进行系统的分析和总结,对目前俄罗斯油气工业发展有了新的了解和认识。2015年,俄罗斯石油探明储量为140×10~8t,占全球6.0%,石油产量为5.41×10~8t,占全球12.4%,石油出口量达2.55×10~8t,占全球12.8%。西西伯利亚石油资源开发潜力巨大,伏尔加—乌拉尔油田后续操作成本较大,蒂曼—伯朝拉区域开发成本比较高,北高加索老油区剩余油分布零散挖潜难度大,东西伯利亚未来勘探开发潜力很大。俄罗斯约60%的石油产量出自俄罗斯石油公司、卢克石油公司和苏尔古特石油天然气股份公司,约70%的天然气产量出自俄罗斯天然气工业股份公司。化学驱和热采技术是俄罗斯油田工业化应用最广泛的提高采收率技术,中俄两国未来在油气领域合作潜力巨大。
Russia is a major exporter of oil and gas,while China is the one of the world's largest oil and gas consuming countries.As the biggest neighboring countries,the cooperation between China and Russia in the oil and gas field will be deepened increasingly with the continuous improvement of Sino-Russian political mutual trust.Through the analysis and summary of Russian oil and gas reserves distribution,potential reserves,production status,management system and policy,as well as the status of petroleum cooperation between China and Russia,a new understanding of the Russian oil and gas industrial development has been obtained presently.In 2015,the Russian proven oil reserves was 140 ×10~8t,accounting for 6.0%of the world;oil production was 5.41 × 10~8t,accounting for 12.4%of the world;oil exports amounted to 2.55 ×10 t,accounting for 12.8%of the world.The development potential of oil resources in West Siberia is huge;the cost of follow-up operation in Volga Ural Oilfield and the cost of development in the Timan Pechora area are relatively high;the scattered distribution of remaining oil in North Caucasus old oil area is difficult to tap its potential;but East Siberia has great potential for future exploration and development.About 60 percent of Russia' s oil production comes from Rosneft,Lukoil and Surgutneftegas Companies,and about 70 percent of its gas production comes from Gazprom Company.Chemical flooding and thermal recovery technology are the main technologies to improve oil recovery in the industrialization of Russian oilfields.The cooperation between China and Russia has great potential in oil and gas field development in the future.
