论民众经济权利与中国转型期的经济增长关系

摘要
本文从制度因素中经济权利的角度剖析中国转轨时期经济高速增长的动因。通过明确经济权利的定义和分类,提出了一个民众经济权利影响要素提供量的模型,在模型解的基础上,分别分析了经济权利作用于劳动、知识、资本要素增长率的过程,以及对于经济增长率的影响。通过分析认为,中国转轨初期经济高速增长的增长源泉在于,赋予民众一定程度的经济受用权的前提下,通过逐渐扩大民众经济行为权,使得民众的要素供给增加,进而带来经济增长率的提高。随着改革的深入,当行为权不再起限制作用后,要想继续促进要素供给增加取得进一步的经济增长,改革的重点应该主要转向完善经济受用权的方向上。
