浅谈核电工程进度控制

摘要
计划管理在核电厂建设阶段所起的作用至关重要。根据笔者工作经验,目前大型核电厂的建造周期,一般来说从核岛浇灌第一罐混凝土(FCD)开始,到商运工期需要大概需要60个月,如果再加上开工前的厂址选择、可研、环评、路条、核准等,至少需要花费七八年的时间,如果不做好严格周密的计划,按期发电的目标就不能实现,会对国家、公司及个人带来不利影响。笔者从计划管理在核电厂建设的每个环节中所起的重要作用分析,提出全员、全方位、全链条计划管理的概念,只有参与核电厂建设的每一个最小单元都真正融入到工程建设计划管理中,积极采用计划补位及联调联动机制,始终以计划管理为纲,才能真正地做好过程控制,才能实现按期发电的目标。
Plan management is very important for nuclear power construction.Construction cycle of large nuclear power plant assumably need 60 months from the FCD(first concrete day)to business operation.It may have 7 or 8 years if count in site selection、feasibility study、environment impact assessment、pass、approval etc.In so long time,if we cann't do better plan,the plant will fail to achieve the goal.It will cause very big negative effect to the state、company and personal.I analysis the important role from the planned management in nuclear power plant construction each link,put forward the concept of overall plan management.Each of the minimum unit only participate in the construction of nuclear power plant can really into in project management,at the same time make a supplement and debugging of linkage mechanism,always taking planning management as the key link,we can really do a good job in process control.
