摘要
核能作为一种清洁、安全、可靠的能源,已被人们广泛接受。截至目前,我国已有运行核电机组17台,其中3台机组已安全运行长达20年,6台机组已安全运行超过10年。在核电机组漫长的运行寿期内,随着机组运行时间的积累,核电厂某些设备、部件、零件或材料,由于技术更新、相关法规标准更新、经济等原因,不得不寻求替代物项对原始物项进行替代。近年来,核电厂物项替代活动越来越多,单个核电厂每年大概要实施15~20个物项替代活动。核电厂物项替代是指在保证不降低系统和设备的原有设计功能和安全水平的前提下,用与原始物项不完全相同的物项替代原始物项的活动。根据物项核安全等级的不同,核电厂物项替代分为重要物项替代和一般物项替代。根据核电相关法规要求,核电厂营运单位对核电厂物项替代所引起的安全影响负有全面责任。本文从物项替代申请的提出、物项替代方案的论证和审查、替代物项的安装和使用、替代物项使用后的评价和反馈,以及替代物项纳入正常采购后备品备件的库存等各个重要环节详细论述核电厂物项替代的实施过程。最后,从替代物项的选择、替代物项供应商的选择、物项替代数据库的建立和管理、物项替代过程中相关人员的配套培训等方面给核电厂物项替代管理工作提出了几点建议,以便核电厂更有效地开展物项替代活动。
As a clean,safe,reliable energy,nuclear power has been widely accepted.So far,China already had operated 17 nuclear power units,of which three units had safe operation up to 20 years,6 units had safe operation more than 10 years.In long operation life of nuclear power unit,as the unit operation time,some nuclear power plant equipment,components,parts or materials had to be substituted,due to technical updates,relevant laws and regulations standard updates,economic and other reasons.Item substitution activities more and more in recent years,a single nuclear power plant have to implement this substitution activities between 15 and 20 times each year.Item substitution is not to reduce the original design and safety level of system and equipment.According to different nuclear safety level,the nuclear power plant items substitution put into important item substitution and general item substitution.According to the nuclear power regulations,the plant operator is responsible for the item substitution.This article involving application for items,argument and review of substitution project,the installation of the substitution items,evaluation and feedback of substitution item,and spare parts inventory.Finally,give some suggestion of the choice of substitution items and suppliers,the establishment of item substitution database,and training of relevant personnel.
